Epidemiologist/Emergency Preparedness Coordinator

Job Title:	Epidemiologist/Emergency Preparedness Coordinator
Reports to:	Director of Health Education/Accreditation
Job Status:	Full-time
FLSA Status:	Non-Exempt
Salary Range:	$22.00-$35.00

Position Summary:

Under the general supervision of the Director of Health Education and Accreditation, the Epidemiologist/Emergency Preparedness Coordinator promotes individual and population health by providing essential services within a variety of settings.  Responsibilities include: monitoring of communicable diseases, data management, coordination of emergency preparedness functions, maintenance of emergency plans and procedures, and other administrative support functions for community health and preparedness. 

Essential Knowledge, Abilities and Skills, Education

• Bachelor or Master’s degree in Public Health or related experience;
• Completion of one graduate level coursework in epidemiology, biostatistics or other closely related coursework and completion of CDC Principles of epidemiology or related experience.
• Ability to communicate effectively in both speech and writing with department personnel, public, community representatives, and emergency response organizations;
• Ability to prepare concise and accurate reports;
• Well versed in modern office procedures, practices, and equipment;
• Ability to use and adapt to various computer software;
• Ability to maintain a high degree of organization, coordination and communication with attention to detail and accuracy;
• Ability to comply with state and agency policies and procedures;
• Must be physically able to perform all duties;
• Must have a valid Ohio driver’s license and proof of auto liability insurance coverage.

Essential Functions of the Position 

• Coordinates all emergency preparedness and response activities including writing and revising plans, staff training, volunteer acquisition, special needs registry, and assuring plans are compliant with ODH & CDC requirements.

• Coordinates communicable disease and epidemiological activities of the department, including:
  • Maintains educational level required by ODH for department epidemiologist.
  • Administers and supervises all ODRS use, assuring compliance with OAC and ODH rules and requirements.
  • Serves as the ODRS trainer.
  • Develops and maintains epidemiologic response plans and investigation protocols.
  • Represents the department and actively participates in local, regional and state epidemiological response team(s) and work groups.
  • Supervises all investigations and follow-up activities.
  • In collaboration with health department administration and staff, represents the department in coordinating disease investigation with ODH.
  • Provides epidemiologic analysis of infectious disease data.
• Collects epidemiological data for surveillance of general health or specific diseases in the community.
• Interacts with clinical laboratory personnel, infection control specialists, physicians, nurses, and other health professionals to encourage prompt reporting of diseases.
• Assists in the enforcement of communicable disease rules and regulation and in the establishment of quarantines.
• Coordinates emergency communications including the department’s Communication Plan, MARCS radios, Health Alert, OPHCS, OPHAN, and ODRS. Maintains excel databases(s) with emergency contact information for health partners.
• Represents the department on local, regional, and state committees as assigned.
• Related duties as assigned.

Job Location

• Travel to off-site locations within Ottawa County and rarely out of county or state;
• Work a general schedule of 7:45 AM to 4:30 PM, although a flexible schedule may be required, including evening, weekend, and holidays;
• Work in office settings, in home environments, and outdoor

Physical Requirements

• Climb, reach, stand, sit, stoop, walk, push, pull, twist, squat, lift, grasp, bend, kneel, use of fingers;
• Support up to 50 pounds;
• Light work with some heavy work;

Other Responsibilities

• Respond to public health emergencies as appropriate and/or directed by the Health Commissioner and/or DEH;

• Contribute to continuous quality improvement of individual, program, and organizational performance;
• Performs any and all other related duties as assigned or directed in order to promote, further, and ensure the effective and efficient operations of the Ottawa County Health Department;
• Contributes to the development and implementation of organizational strategic plan.
