Transportation Planner
Description
Lorain County Public Health (LCPH) is seeking an experienced Transportation Planner to lead as our project manager for the newly established Safe Streets & Roads for All (SS4A), Countywide Safety Action Plan (CSAP). The position will focus primarily on this program, currently funded for a large supplemental planning and demonstration award, to implement the Safe Systems Approach in partnership with several Lorain County communities, including but not limited to Avon, North Ridgeville, Lorain, Oberlin, and Elyria. The ideal candidate will have significant experience working with municipalities and local governments, particularly in the context of transportation safety, and will play a pivotal role in planning, implementing, and evaluating projects in our plans, alongside partners.
Essential Job Functions:
- Work independently and with partners to manage and facilitate all aspects of Lorain County’s Comprehensive Safety Action Plan (CSAP), ensuring that the projects align with county and municipal goals.
- With the assistance of partners and professional firms, oversee and complete the existing SS4A Planning and Demonstration grant award, which includes: 4 speed studies, 10 midblock crossing enhancements, 8 temporary demonstration feasibility studies, 1 railroad warning technology pilot, and several communications and engagement campaigns.
- Establish and manage contracts with local partners to carry out multiple projects on a prescribed timeline and budget; Coordinate with local governments, agencies, and organizations to secure resources and ensure successful project execution.
- Build relationships and engage with local stakeholders to develop, promote, and monitor the implementation of the county’s transportation safety initiatives.
- Facilitate and lead a coalition of Lorain County municipalities to collaboratively plan and implement safety and active transportation projects.
- With the assistance of LCPH population health team communication team members, plan and oversee community engagement and feedback initiatives, coordinated with the temporary demonstration projects established throughout the region.
- With the assistance of LCPH epidemiologists, develop and carry out evaluation plans, track project outcomes and provide regular updates, data analysis, and reports to relevant parties.
- Serve as the primary liaison for the Safe Streets and Roads for All program and other related federal, state, and local initiatives.
- Based on outcomes and findings of working in this role, update the CSAP with newly collected results of demo projects.
- Alongside LCPH team members, develop and submit applications for grants and funding to continue to support our work in transportation safety. For example, apply for SS4A Implementation Funding in the 2025 grant cycle.
- Other duties as assigned by the Supervisor of Population Health and Director of Population Health.
Required Qualifications:
- At least 5 years of experience working with municipalities and local governments, particularly in urban planning, public safety, and active transportation
- Familiarity with the Safe Streets and Roads for All program, the Bipartisan Infrastructure Law, the Safe Systems Approach, and State/Federal funding opportunities
- Proven ability to work collaboratively with diverse stakeholders including government agencies, community organizations, and the general public
- Excellent project management skills, with experience in coordinating large-scale, multi-jurisdictional projects
- Knowledge of transportation safety best practices and public health principles
- Understanding of the Social Determinants of Health and their impact on community well-being
- Proven experience in community engagement, public health, or related fields, with a focus on inclusivity and collaboration
- Excellent communication and interpersonal skills, with the ability to connect with individuals from diverse backgrounds
Preferred Qualifications:
- AICP Certification
- Self-starter, comfortable with some ambiguity and identifying actions to drive personal workplans
- Strong communication and facilitation skills
- Knowledge of equitable, meaningful community engagement
- Experience in transportation safety planning, particularly with vulnerable road users (cyclists and peds)
- Ability to effectively evaluate and measure project outcomes
This is a full-time (40 hours/5 days per week) position with usual hours M-F 8:00 am - 4:30 pm with occasional evenings and weekends. This position is currently grant funded, with the possibility and intention to extend based on project needs, community readiness, and additional funding.
Compensation:
$36.87/hourly plus excellent benefits package which includes medical, vision, dental, and life insurance plus paid vacation, personal leave, holidays, and sick leave.
