CITY OF MIDDLETOWN HEALTH DEPARTMENT

The City of Middletown is seeking a qualified individual to fill the position of Registered Sanitarian. This position provides enforcement and consultation of state and local environmental health programs. Applicant must be a registered Sanitarian in the State of Ohio. Experience in household sewage systems is desirable. Applicant must be able to work independently, handle multiple tasks, and have excellent written and oral communication skills. Applicant must possess a valid Ohio driver’s license. Salary: $43,070 to $56,736 annually with excellent benefits. Position Summary: Position is responsible for public health and welfare in an expanding community with a population of more than 48,000. Position is responsible for the enforcement of professional standards to license food service operations, retail food establishments plus numerous civic and public events. Multiple educational complexes and public recreation sites are on the agenda of involvement for inspection purposes.

This is a technically oriented epidemiological investigative position in the environmental aspect of public health. Extensive interaction with business and community leaders, operators and the public are accomplished to assure compliance with state and local health codes. Reports to and consults with Director of Environmental Health.

Position Qualifications

  1. Must be registered by the State Board of Sanitarian Registration in accordance with Chapter 4736 of the Ohio Revised Code. 
  2. Possession of a valid Ohio driver’s license and vehicle with proof of insurance. 
  3. Thorough knowledge and understanding of rules pertaining to the Ohio Revised Code and local regulations, and an effective evaluation of methodologies to ensure compliance. 
  4. Ability to use independent judgment in emergency or unexpected situations. 
  5. Good vision, hearing, and writing ability are needed for effective communication. 
  6. Position requires light physical effort as a part of regular work routine, including: frequent standing or walking in buildings (includes staircases) and/or on natural terrain; frequent lifting or carrying of lightweight materials or equipment (potential for lifting greater than 50 pounds); occasional periods of sustained effort.

Duties and Responsibilities (For Performance Appraisal) 

  1. Conduct on-site examinations and maintain established operational standards at permanent and temporary food related business sites to determine compliance with state and local regulations. 
  2. Conduct food borne illness and epidemiologic investigations. 
  3. Observe and evaluate school settings for basic health and safety standards. 
  4. License and maintain operational standards at campgrounds and temporary camp sites. 
  5. Monitor public and private swimming pools/spas for chemical quality through routine sampling and observations. Advise and monitor initial phase of site development and licensing. 
  6. Investigate nuisance complaints relative to public health matters and issue orders for corrective action when appropriate. 
  7. Curtail the danger of rabies involvement in the community by the monitoring of the animals implicated. 
  8. Evaluate system designs for sewage disposal systems for new construction or existing homes. 
  9. Inspects sewage system installation to determine compliance with accepted practice. 
  10. Issues, approves or disapproves water system permits. 
  11. License and evaluate operations of septic system maintenance companies. 
  12. Initiate prosecution, prepare evidence, and appear in court as a witness against those who violate sanitation laws and regulations. 
  13. Coordinate activities with other departmental and city agencies to best accomplish goals and objectives. 
  14. Conduct on-site examinations and maintain established standards at permanent and time limited tattoo and/or body piercing business sites. 
  15. Assist Ohio Department of Health staff with on-site investigations of homes or other buildings for lead hazards. 
  16. Review submitted floor plans and design specifications on the construction and equipping of new or remodeled operations for licensing requirements. 
  17. Conducts routine inspections and investigates complaints of body art facilities. 
  18. Maintain emergency operation plan. 
  19. Assist in planning and implementing preparedness exercises. 
  20. Attend meetings related to disaster preparedness/bioterrorism. 
  21. Perform related work as required.
