Executive Director

Ohio Public Health Association OPHA

Part-time   12-15 Hours per Week
Rate of Pay:  $26.00 per Hour

Summary: As the senior employee of the Association, responsible for maintaining overall stability of the Association and promoting its mission, vision, values and priorities at the state and national levels.

Essential Duties:

  1. Maintain stability of the Association.
  2. Maintain effective communications with Executive Board, Governing Council, APHA, public health partners, etc. Serve as the point of contact for the Association.
  3. Maintain an effective working relationship with the President and Executive Board.
  4. Foster effective teamwork and relationships among the Executive Board, Governing Council, staff, and general members.
  5. Provide timely, accurate and thorough information to the Executive Board and Governing Council to assist with planning and decision making.
  6. Foster and maintain effective relationships with public health partners including but not limited to the Ohio Department of Health (ODH), Association of Ohio Health Commissioners (AOHC), the Ohio Public Health Partnership (OPHP); explore and develop new partnerships as appropriate.
  7. Supervise Association staff.
  8. Advocate for the association and its priorities within the Association, with the Association’s partners, the public and with other entities as appropriate.
  9. Work closely with the Treasurer and Operations Manager to develop realistic budgets, maintain necessary cash flow, and ensure adequate audit outcomes.
  10. Assist with formulating, implementing, and evaluating policy and planning recommendations to the Executive Board, Governing Council, and Policy Committee.
  11. Promote the Public Health Professional Services (PHPS) program across the state and recruit public health professionals to participate in the program. Work with the Operations Manager to assist the PHPS Advisory Committee in managing the program. Work with the Operations Manager to manage PHPS contracts.
  12. Develop and implement programs and advocacy initiatives when funding is available.
  13. Collaborate with the President and Operations Manager to organize and conduct Executive Board and Governing Council training and orientation.
  14. Work with Executive Board, Governing Council, and Operations Manager to maintain and implement the Association’s strategic plan.
  15. Identify and present to the Executive Board sources of grant/contract funding. Prepare or assist with preparation of grant/contract proposals. Work with the Operations Manager to coordinate all necessary grant/contract management and
  16. Maintain status as a registered lobbyist; communicate/advocate with legislators through phone calls, visits and email as needed and appropriate.

Minimum Qualifications:

  1. Bachelor’s degree in public health or related field.
  2. Previous leadership experience.
  3. Strong proficiency in use of computer and basic software (i.e. Microsoft Office), email, and office equipment (i.e. copier, fax, scanner, etc.). Proficiency in Microsoft Excel and Quick Books software.
  4. Valid driver’s license and auto insurance.

Key Competencies:

  1. Strong knowledge of the Public Health Core Functions.
  2. Familiarity with the 10 Essential Public Health Services.
  3. Tier 1 level skills (at a minimum) listed in the Core Competencies for Public Health Professionals.
  4. Working knowledge of the public health system across all levels.
  5. Basic familiarity with the accreditation process for health departments.
  6. Working knowledge of Ohio’s legislative process.
  7. Experience in writing and managing grants.

Work Environment:

 Position requires in-state and out-of-state travel.
