Reports to: Director of Organizational Development
Position to be filled: January 2, 2024
Starting Salary: $73,877 annually
Hours: Mon. – Fri., 8:30 a.m. to 4:30 p.m.

Minimum Requirements:
- Bachelor’s degree in Public Health, Business, Public Administration or related field. Master’s degree preferred.
- Minimum of five years (w/Bachelor’s degree) or three years (w/Master's degree) of experience coordinating organization-wide PM, QI, and/or accreditation activities. OR nine years of experience (with HS Diploma/GED), OR seven years of experience (with an Associate’s degree), OR three years of experience (with Master's degree), OR one year of experience (with Ph.D.).
- Performance management and/or quality improvement certification required within two years of hire.
- Valid State of Ohio driver's license and insurance at time of appointment.
- Experience with facilitating group processes, project team development, project management, and training staff.
- Knowledge of the principles and methods of performance management and process improvement.
- Knowledge of PHAB accreditation process and standards/measures/domains.
- Proficiency with use of PC hardware & basic software (i.e., Microsoft office), email, and office equipment (i.e., copier, fax, scanner, telephone, etc.).
- Strong proficiency with internal databases, online data management systems, and data collection methodology for quantitative & qualitative data.
- Expert customer service, verbal and written communication skills, and presentation skills. Expert interpersonal relationship skills including cultural sensitivity & competence.
- Ability to multi-task and prioritize tasks & deadlines.
- Ability to coordinate the work of a workgroup engaged in QI activities.
- Strong ability to develop and lead teams.
Responsibilities:
PERFORMANCE MANAGEMENT/QUALITY IMPROVEMENT
- Oversees and monitors the development & implementation of the agency-wide performance management (PM) system and quality improvement (QI) plan.
- Designs & implements PM/QI processes, systems, communication strategies, and recognition activities.
- Coordinates the agency QI Council including the Performance Management Team. Convenes regular meetings, sets agendas, develops and analyzes performance improvement data for the Council.
- Designs or secures relevant PM and QI training for staff. Orients, trains, and provides refresher courses related to PM and QI for all staff to ensure that agency-wide goals are met.
- Leads the development and preparation of proposals for funding from external resources for PM and QI initiatives and programs. Collaborates in the development of budgets and the efficient use of resources.
ACCREDITATION
- Serves as the CCBH subject matter expert on PHAB accreditation standards, measures, and required documentation. Oversees the collection and final vetting of documentation for public health accreditation and re-accreditation.
- Submits all required documentation to PHAB through ePHAB including registration, application materials, and documentation.
- Develops and maintains tracking database of documents that conform to accreditation standards. Develops and extracts reports from databases (i.e., Enterprise, etc.) for delivery to internal and external customers. Gathers and organizes documents to satisfy public records requests or other reporting obligations.
- Plans and conducts regular accreditation readiness assessments. Tracks the progress of the agency as well as projects aimed at addressing gaps in documentation.
- Leads brainstorming activities with staff to acquire documentation that is difficult to identify/find/develop, processes that need to be improved or implemented, and systems that need to be reviewed. Partners with agency leadership, PM team, QIC, and accreditation team to address gaps in documentation.
- Organizes site visit preparation activities and presents site visit results to leadership and other stakeholders. May serve as a peer site visitor for PHAB and assist PHAB in reviewing other health departments in the accreditation process.
GENERAL DUTIES RELATED TO PM, QI AND ACCREDITATION
- Develops and implements processes to identify tasks and assignments in order to address all PM, QI, and accreditation standards and measures.
- Orients board, leadership, staff, teams, and other stakeholders on standards/measure processes. Provides communications to keep stakeholders apprised of agency progress.
- Participates in presentations to Board members and external audiences to report on performance management, QI, and accreditation activities. Represents CCBH on local, regional, statewide, and national committees and/or learning communities.
- Prepare regular and ad hoc reports as needed.
- Collaborates with internal and external partners on special projects as assigned.
- Assists with precepting interns and other temporary staff as needed.
- Performs other duties as assigned.
