Position: Human Resources Generalist
Reports to: Supervisor, Human Resources
Position to be filled: May 22, 2023
Starting Salary: $48,951 annually
Hours: Mon. – Fri., 8:30 a.m. to 4:30 p.m.
Vaccine Policy: Effective November 1, 2021 all new hires will need to meet COVID and Influenza vaccine requirements or request an exemption as outlined in the CCBH Vaccination Policy
Minimum Requirements:
- Bachelor's degree in Human Resources, Business Administration or related field.
- Minimum of two years of HR experience, OR four years of HR experience (with an Associate’s degree), OR one year of HR experience (with a Master’s degree).
- Ability to efficiently multi-task on a daily basis.
- Strong knowledge of HR laws, practices and policies. Strong knowledge of benefits, payroll, taxes, retirement, Ohio Revised Code, and unions.
- Proficiency with use of PC hardware & basic software (i.e., Microsoft office), email, and office equipment (i.e., copier, fax, scanner, telephone, etc.). Strong proficiency with Microsoft Excel.
- Strong customer service, verbal & written communication, and presentation skills. Strong interpersonal relationship skills including cultural sensitivity & competence.
- Proficiency with creating and maintaining databases/spreadsheets, reports and tables.
- Ability to interpret policy, procedures and employment law.
- Strong attention to detail, accuracy, and ability to maintain confidentiality.
Responsibilities:
- Conducts full cycle recruiting activities for all levels of CCBH job vacancies including sourcing for applicants/candidates, arranging interviews, facilitating final candidate determinations, onboarding, and orientation. May develop recruiting strategies to attract, maintain, and promote adequate, diverse staffing levels for CCBH.
- Assists in the Implementation and monitoring of initiatives and/or programs that promote diversity within the agency.
- Assists with employee & labor relations activities. Provides feedback and guidance to supervisors and staff regarding employee & labor relations activities. Provides feedback and guidance to leaders and staff regarding policies, procedures, collective bargaining agreements, and employment laws & regulations.
- Coordinates classification and compensation activities including job analysis, job description development, salary range assignments, salary change determinations, etc.
- Conducts performance management activities including coaching & feedback discussions, performance evaluation meetings and formal documentation.
- Leads benefit administration, reviews and/or reconciles statements (i.e., dental, life, FSA, health, etc.). Educates CCBH staff on benefit options. Facilitates completion of the open enrollment process by CCBH staff.
- Processes transactions affiliated with CCBH staff actions including leaves of absence, promotions/demotions, workers compensation, ONA documents, etc.). Completes requested HR documents from staff or external agencies/businesses.
- Assists Director with reviewing and developing HR policies & procedures.
- Collaborates with other Cuyahoga County departments for unemployment & workers compensation administration. Serves as a liaison with external parties for deferred compensation plans.
- Maintains and updates HR documents and employee files including performance evaluations, policies & procedures manual, etc.).
- Participates in agency committees, work groups or special projects related to equity, diversity and inclusion.
- Develops and extracts reports from databases (i.e., Enterprise, etc.) for delivery to internal and external customers. Gathers and organizes documents to satisfy public records requests or other reporting obligations.
- Maintains most current knowledge of HR industry best practices via participation in professional associations, educational groups, and professional development.
- Assists with precepting interns and other temporary staff as needed.
- Performs other duties as assigned.
