Delaware Public Health District

The Delaware Public Health District is seeking a Health Commissioner to oversee its Health Department with offices located in downtown Delaware, Ohio.  The Health Commissioner Serves as Chief Executive Officer of the Health District and Secretary of a nine-member Board of Health.  Assures that all orders of the Board and requirements of the State Department of Health are carried out by the agency. Makes recommendations to the Board for programs, policies, funding, staffing, and compensation to carry out the mission of the agency including compensation.

Delaware Public Health District is proud to serve a population of over 190,000 and nearly all the geographical areas of Delaware County.  Delaware County has been recognized as the healthiest of Ohio’s 88 counties 8 years straight and has the fourth lowest unemployment rate in the state.

The Health Commissioner leads and manages the activities of the Health Department consisting of 80 staff members and a budget of 9 million. Responsibilities include, but are not limited to; leading strategic efforts and collaborating with community partners in health assessment processes; educating policymakers about funding and policy changes needed to address current and emerging public health concerns; leading agency efforts to achieve and maintain local health department accreditation; serving as primary media spokesperson on major public health issues, consulting frequently with local elected officials, and organizing community collaborative efforts to address the community’s health. The agency’s programs are funded by a voted public health levy, grants, and fees. The Delaware Public Health District is nationally accredited by the Public Health Accreditation Board.

Requirements:

Qualified candidates will have a master’s degree in Public Health or a related field from an accredited academic program as approved by the Board of Health (ORC 3709.11) or be a licensed physician, licensed dentist, licensed veterinarian, licensed podiatrist, or licensed chiropractor. Advanced education in Public Health required. Ten years’ experience with 5 years in relevant leadership or with Delaware Public Health District required.

Candidate will possess effective communication skills, proven success in policy and business goal implementation, and a comprehensive knowledge of all areas of public health, including environmental, educational, personal health, and health promotion programs. The terms and conditions of appointment are prescribed by the Board of Health and Ohio law.
