Anticipated Start Date: February 15, 2018
Starting Salary Range (based on experience and education): $18.00/hr to $22.00/hr ($35,568 to $43,472)

Position Description: The Highland County Health Department is accepting applications for a Fiscal Officer. This position is responsible for managing health department financial operations, maintaining financial records, managing human resources functions, assisting in issuing birth and death records, and assisting the Health Commissioner in other projects as needed. This position will report directly to the Health Commissioner.
Responsibilities:
Assists with the preparation of the Health Department budget
Maintain receipts and expenses ledgers
Monitors receipts and disbursements
Audits invoice and expense reports
Collects price quotes and pricing information
Prepares purchase orders
Develops financial reports, annual reports, and other financial documentation
Maintains personnel records, leave balances, and other personnel information
Serves as Deputy Registrar to provide birth and death certificates to the public
Assists receptionist when needed
Assists in grant application process
Prepares documents for Board of Health Meetings
Prepares payroll
Assists the Health Commissioner in other duties as assigned
Minimum Qualifications:
2 Year degree in a financial field OR equivalent experience
Knowledge of accounting, auditing, business administration, or financial management of organizations
Ability to develop meaningful and concise financial reports
Ability to perform budgetary analysis and report findings and recommendations
Proficient in use of a computer, especially Microsoft Excel
Preferred Qualifications (in addition to above):
Bachelor’s degree in finance, accounting, business administration, or equivalent field OR equivalent experience
2+ years experience in accounting, auditing, and financial management of organizations
Experience in the use of accounting software, spreadsheet programs, and other electronic accounting tools
