Environmental Health Director

Holmes County General Health District

The Holmes County General Health District is actively seeking a qualified candidate for the full-time position of Environmental Health Director.  Under the general supervision of the Health Commissioner and/or Deputy Health Commissioner, the candidate chosen for this position may work in the various environmental health programs within the agency and must be able to work in compliance with state and local public health laws and assist with writing grant reports and request for proposals. 

Essential Duties:

  1. Directs the Environmental Health Division and ensures the enforcement of environmental health laws and regulations; keeps abreast of changes in state law and recommends changes in environmental health policies and procedures to the Health Commissioner and Board of Health; ensures division operates within budgetary constraints.
  2. Manages all personnel assigned to the division (schedules and assigns work; imposes or recommends discipline; recommends pay adjustments; evaluates performance; receives and attempts to resolve employee complaints; approves or denies leave requests; assists with the development and implementation of District-wide policies and procedures, etc.); interviews and recommends the hiring of applicants.
  3. Oversees and assists with environmental health inspections and the activities necessary to ensure adherence with all applicable laws and regulations (sewage, residential water, solid waste, infectious waste, nuisance abatement, rabies control, vector control, manufactured home parks, food protection, etc.).
  4. Consults with business owners, excavators, well drillers, and others regarding code violations, options to remedy violations, and potential enforcement measures if violations continue; recommends prosecutions as needed.
  5. Prepares and maintains inspection reports and all supporting documentation; prepares action and non-action item reports for the Board of Health; prepares program reviews; reviews subdivision plans to ensure water supply and wastewater treatment facilities meet all necessary code requirements.
  6. Maintains required licensure and certification.
  7. Demonstrates regular and predictable attendance.
  8. Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

Other Duties and Responsibilities:

  1. Responds to public health emergencies as directed by the Board and the Health Commissioner.
  2. Performs other duties as required.

Qualified candidates must possess: Valid Registered Sanitarian in the State of Ohio; a valid Ohio driver's license; and proof of insurance.  All applicants must be computer literate and able to effectively communicate orally and in writing, bi-lingual (Spanish or Penn Dutch) is a plus.

Preferred Qualifications: Bachelors Science, Master’s Degree in Science, Public Health, or related field, Prior experience in supervisory roles, Experience in public health settings, Experience in grant writing and management.
